In general, a document is of Hungarian origin if it is issued by a Hungarian authority, body or institution. For example: a Master’s Degree issued by a Hungarian university is of Hungarian origin.
Country of operation is the country where you want to certify something with the document from the issuing country. For example, a student has to certify at a Canadian university his or her qualification acquired in Hungary; in this case the country of operation is Canada.
